The problem exhibits itself with the following symptoms:

When launched, the OS presents the "arrow & circle" cursor, indicating it's working on something, then it returns to a standard "arrow".
The wrapper interface itself does not launch. The interface never appears.
A process exists in Task Manager process tab for the "Flight1 Purchasing Module," but the application itself never appears.
Launching the wrapper multiple times results in multiple processes being started, each pulling CPU cycles.

I've done the following steps in my attempts to get things working:

Re-downloaded the installer file to make sure I had the most current available.
Disabled the AV software on the box (Windows Defender).
Disabled the local firewall.
Launch with the "Run as Administrator" option
Start with WinXP, Win7, Win8 compatibility modes.
Disabled UAC via Control Panel.

It should be noted that no special actions were needed to get the F1 software wrappers to launch properly. They just worked.

I have scoured the Internet for hours with no useful results.
