This guide was created by a graphics professional.
Many people read my bible posted at the top of this forum and asked about this subject.
If you read my bible and wanted to know how to fix the texture issues I described under ITEM #2 IGNORANT DEVELOPER in the section under: The top 3 reasons for Flight Sim performance and visual issues are.... ..this guide is the information you are looking for.
 As you can see by the details included here, this is why I could not include the information in the bible.. it is not hard once you get the hang of it but it is a bit complex to write up and my time is limited.
Myself and many others have been using these techniques since the days of FS8/FS9 to fix the majority of the performance, stutter, VAS and SHIMMER issues seen in Flight Sim with 3rd party addon scenery, airports and aircraft that developers should be designing right since we pay for those addons, and many are not and have not. Some refuse to do them right claiming its not necessary or will lower image quality...

If I don't have time to fix another developers work, I dump the addon I wont waste my smooth flights or performance for it.
What does this do and fix with big payware scenery airports and planes?
SHIMMERS - You should NOT have to run ridiculous SSAA, ever
This information has never been released in this format before. If you ever wanted to learn this, here is your chance. This post will remain linked to the top of this forum.
This is a synopsis of what you will be doing should you decide to try this:
1. Isolating the addon graphics and backing everything up.
2. Using tools to open the files for inspection of resolution and format
3. If the graphic is higher than 1024x and/or is not mip-mapped and/or is not DXT/DDS format you will be;
a. converting resolution down to 1024 - and you will notice little or no difference in the IQ!
b. minor cleanup/post work
c. converting to proper format if it was wrong  - and you will notice little or no difference in the IQ!
d. adding mip-maps if they were missing  - and you will notice little or no difference in the IQ!
e. resave and when all files are checked/fixed replace them in the addon
IQ = Image Quality and you will then realize just how much that HQ 32bit and no-mips or 4096x really cost you.. and all for nothing.  
All of a sudden all this HQ SHD graphic nonsense being marketed to the public for high prices and 'no returns allowed' will be seen for what it really is
You should not have to fix this.
DDS requires conversion first, then check/fix and then convert back
Its all listed below.
