Is it possible to create a gauge that will send a pre-defined keypress to FSX?
 
I was thinking a gauge with an on-off switch sending a keypress.
The gauge should also have a light indicator next to the switch, which is lit when the switch is turned on and extinguished when the switch is turned off.

Yes, this would be relatively easy to do with an XML gauge and some bitmaps. I suggest you get a copy of the FSX SDK. The Avsim gauge and panel design forum would be a good place to go for help.
