When I switch to "full screen", a decent portion of the bottom part of any panel I work on becomes invisible, i.e. I cannot scroll down any more to get it into view .

I have no problems in other views (e.g. "fit to screen" where I see all of the panel).

Addition:
To make it clearer: the vertical scrollbar exists, but I'm unable to scroll down far enough to bring the missing part of the picture's bottom into view; the scroll bar ends before the "true" bottom of the picture in "full screen" mode is reached, so some gauges are off screen and I cannot arrange them (don't remember at this time if the same problems arise if I zoom in).

It sounds like the image your refering too (I'm guessing it's a background image) is larger than the window size.  Just go to window-> properties, and set the size to the same size in pixels that the background image is. FSPS should then zoom out far enough for you to see everything, and infact you probably won't need the scroll bar.  Hope that helps.
