The guide doesn't ASSUME it, it REQUIRES it.  It clearly states that in the first few paragraphs.

However, we all have to start somewhere.  Until you have gone through the process a good number of times it is pretty daunting, at least it was for me at the beginning.  But, it appears that you have been careful, chosen the right hardware without cutting corners, and are proceeding carefully.

THAT is the main requirement.

The second requirement is doing your homework by lots of reading about those things you don't feel you grasp.  This is a bit more difficult as there is a LOT of BS and incorrect information by various "gurus."  But, the more you read the more you will be able to sort out the BS and understand the underlying principles.  

I'm betting that you will come out fine, and much better educated and confident in the end, AND have a great performing system that will serve you well for years.

BIOS have been flashed to ver. 0607 (earlier in the process), pressed F3 upon first boot!
(Allow unlock Limits)

-GPU-
Asus Strix OC RTX 3090 video card in the system... was there supposed to be set a BIOS
setting for Nvidia RTX 3x cards ?? when using Bios ver.0607 "or was that ONLY if you had a
older vid-card" and or ran with cpu graphics ?

-INTEL-HT-
I have not touched either HT(Hyper Threading) nor that graphics-card setting for RTX 3x series, I think HT "default to set [ON]" in the BIOS

The individual sticks @ 4000 15-16-16-36 2N passed memtest86 v9.2 without errors. (XMP 1 profile with 2N set manually)
3 Test-PASSES of 3 on first try....

DRAM Voltage 1.5V (Reads 1.504V in BIOS)
CPU VCCIO 1.20V (Reads 1.216V in BIOS)
CPU System Agent 1.22V (Reads 1.232V in BIOS)

With a 3090, confirm CSM is disabled. (Boot menu)
I had to enable CSM for a GTX570 to work.

This should already be set automatically but confirm:
Primary Display [PEG]

I think this setting will require a manual change and is most likely the only setting that disables the internal GPU:

iGPU Multi-Monitor [Disabled]

Use the VCCIO and SA voltages WHICH WERE USED WITH A PASSED RACK RUN when you install Windows. Whatever those will be when you are done.

You did notice that Hans initially had to manually set:

" CPU VCCIO Voltage:              1.25V (Reads 1.264V)
  CPU System Agent Voltage:   1.25V            (Reads (1.248V) "

for a pass on all four sticks.  He later bumped it down to VCCIO 1.20, SA 1.25 and passed on all four.  

I would STRONGLY suggest that you turn HT OFF and leave it off for all overclocking until you have successfully worked up the overclock without Hyperthreading.

In the BIOS:
Advanced > CPU Configuration Menu.  Scroll down a screen or so and find:

HYPERTHREADING -- Set to Disabled in the dropdown box.  Hit F10 to save and reboot.  Confirm all settings.

Good for your meticulousness and sticking with the process!

1.5v Ram Voltage

For a trouble free Windows10 -install and stable system during this process?? Embarrassed

Passed 2/4 for a full rack at @3866 15-16-16-36  2N   until now.... SmileSmile

No Errors (like TEST 6 / 8 or 9 that always "failed" after a while)  "soo far" this time

Trying to decipher all this stuff is quite DAAAUNTING... Wacko
