2D FS Panel Studio Panel for a VC only aircraft

   I just posted on this over at the Panel Configuration Forum, which might be the wrong place.
Wanting to be sure I understand just what can be done with FS Panel Studio and hoping for some advice.
  FS Panel Studio:
 - Edits and Creates 2D gauges, right?
 - Doesn't edit or create gauges used in the VC, right?

 And my question, even though many/most recent aircraft addons only have a VC, would it be possible to create an instrument panel with FS Panel Studio, for both older 2D panel and the newer VC only addon aircraft, that I could run on a second monitor? 

 I'm interested in creating an instrument panel on a second monitor for both older aircraft which only have a 2D panel and especially for the newer aircraft which have only a 3D VC.  I've been told it is impossible to add a gauge to a 3D VC, but could I create a 2D panel for a VC only aircraft running on a second monitor with, say an altimeter which draws it's data from FSX?  I hope I'm being clear
