I apologise if this is a known error.

On loading I get this message:

'error HRESULT E_FAIL has been returned from a call to a COM component'

I would be grateful to know what this message specifically means;
whether it is fatal, serious or able to be ignored;
how to rectify it.

I do not know much about this. Was this after a new install and a first run?

Is it the latest version?

What happens if you ignore it?

Sounds like something is missing, maybe affected by a virus scanner or some other type of corruption.

Usually E_FAIL is a generic unknown error, and there should me more info following the error, so is that the full error message that you have posted above?  It would be useful to know what the "COM" component is?
Some suggestions:
If this install is on Win 7 (possibley VISTA) it could be a "permissions" issue on the installation drive.  You may have to disable UAC and make sure all drives have "full permissions". 
All .net frameworks up to date? may need a reinstall of .net 2.0 and up to .net 3.5.  (this is the most probable cause)
May be a faulty Simconnect issue (or hopefully not a corrupt WinSxS folder)!
Install in "Safe" mode?
Disable firewall temporarily during install?
It may not be easy to track down.
