Hello!

I figured out, that some textures are massively resized from 512 to 4096 pixels. For example taxiway and runway textures. Why?

Should I install the update in P3Dv3? (regarding OOM).

I don't know why you would think there is anything wrong..  those tiles (only taxi and runway)  were resized by LM in the originals and they are the same scale for P3Dv4 compliance. Unless you set your texture resolution to larger scale the mip-maps are loaded at the lower scale. Those are treated different in the render than modeled buildings and other tiles.
 
You can install the update where ever you wish in any Prepar3D install.
